These banners are all over our neighborhood. It's not as if anyone has ever called Rancho Penasquitos "the jewel of Black Mountain." Maybe someone who works for the city of San Diego (of which we're a neighborhood) wanted to start the nickname. Maybe they couldn't think of anything else. I don't think it's catching on, but the banners are pretty, so I don't mind them.
